Without dividing fields, land, and floating assets, the local magnates and petty officials cannot be eliminated, the impoverished peasants cannot be mobilized, and there can be no possibility of establishing a base for the Heavenly Kingdom. Without a base for the Heavenly Kingdom, it is difficult to implement the division of fields, land, and floating assets smoothly. Even if some measures are forced through, the interests of peasants cannot be protected in the long term. The remnants of local magnates and petty officials will make a comeback sooner or later!
The first step in establishing the grassroots level is to set up provincial branches of the Society of Heavens' Church, prefectural branches, county temples, and town branches and temples, etc., forming a hierarchical management structure.
The second step is to use the Society of Heavens' Church at all levels as the core, relying on the support of the Tingjun Army, to strike local magnates and petty officials who hold land and people but do not want to worship God, replacing them in local power.
